Tragically Routine Eviction Call Leaves One Florida Deputy Dead, Two Injured, and Suspect Deceased

Authorities in Vero Beach, Florida, are currently investigating a catastrophic incident that began as a routine eviction call and ended with a sheriff’s deputy fatally wounded. On Friday, November 21, in Indian River County, gunfire erupted during the attempt to remove a woman’s son from her home—an eviction initiated at the mother’s own request.
Deadly Ambush During Standard Procedure
Deputy Terri Mashkow, 47, was among the team, which included another deputy and a locksmith, sent to serve the eviction notice to Michael Halberstam at his mother’s property. Indian River County Sheriff Eric Flowers described the tragedy as a standard, “everyday call” for service that quickly spiraled into bloodshed.
As the team approached Halberstam’s residence, he reportedly retrieved a firearm and opened fire without warning. Deputies returned fire, striking Halberstam multiple times. Sadly, Mashkow sustained fatal injuries during the exchange and was confirmed dead while carrying out her duties. The second deputy was struck in the shoulder but is expected to recover after receiving medical care. The locksmith was also wounded in the attack.
Sheriff Flowers visibly grieved the loss, describing Mashkow as a deeply committed colleague with a “beautiful heart” who will be profoundly missed. In recognition of her ultimate sacrifice, the sheriff’s office announced her posthumous promotion to the rank of Sergeant Sweeting-Mashkow.
Suspect’s Background and Unanswered Questions
Michael Halberstam was hospitalized in critical condition following the shooting and later succumbed to his injuries on November 23. Officials noted that he had a past record including narcotics charges and misdemeanor assault.
The investigation is ongoing, as authorities still haven’t determined the specific reason his mother initiated the eviction. They have also uncovered unusual and concerning online posts made by Halberstam, some critical of the sheriff’s office, though the relevance to the shooting remains under review. State officials, including Governor Ron DeSantis, have engaged the Florida Department of Law Enforcement to assist in the investigation.
